In a small bowl, whisk together the soy sauce, brown sugar, sesame oil, ground ginger, and black pepper. Pour this mixture over the cooked beef and stir to combine. Let it simmer for about 2-3 minutes until heated through.
While the beef is simmering, steam the broccoli florets until tender, about 3-4 minutes.
To serve, place a scoop of cooked rice in a bowl, top with the beef mixture, steamed broccoli, and shredded carrots. Garnish with sliced green onions and sesame seeds if desired.
