- Preheat your oven to 400°F.
- In a large bowl, combine the ground beef, breadcrumbs, green onions, soy sauce, brown sugar, sesame oil, garlic, ginger, black pepper, and red pepper flakes. Mix until well combined.
- Shape the mixture into 1-inch meatballs and place them on a baking sheet lined with parchment paper.
- Bake in the preheated oven for 20-25 minutes, or until the meatballs are cooked through and browned on the outside.
- Remove from the oven and let cool for a few minutes. Sprinkle with sesame seeds before serving.
