In a large mixing bowl, combine the flour, sugar, baking powder, and salt. Mix well.
In a separate bowl, dissolve the instant yeast in warm water and let it sit for about 5 minutes until frothy.
Add the yeast mixture and vegetable oil to the dry ingredients. Stir until a dough forms.
Knead the dough on a floured surface for about 5-7 minutes until smooth and elastic.
Place the dough in a greased bowl, cover with a damp cloth, and let it rise in a warm place for about 1 hour or until doubled in size.
While the dough is rising, prepare the filling by mixing the cooked meat, green onions, soy sauce, sesame oil, and garlic in a bowl.
Once the dough has risen, punch it down and divide it into 8 equal pieces. Roll each piece into a circle about 4 inches in diameter.
Place a spoonful of filling in the center of each circle, then fold the edges over to seal the bun. Pinch tightly to ensure no filling escapes.
Place the buns on parchment paper squares and let them rise for another 30 minutes.
Prepare a steamer or a large pot with a steaming rack. Bring water to a boil, then reduce to a simmer.
Steam the buns in batches for about 15-20 minutes, making sure not to overcrowd the steamer.
